Rationale

Land and water ecosystems are interconnected and the sustainable use of water bodies such as lakes and rivers requires integrated governance mechanisms for stakeholders and organizations responsible for their management. Integrated Lake Basin Management (ILBM) is an approach which recognizes that lakes and their basins are a single mutually-interacting management unit. ILBM integrates six management elements or pillars fundamental to maintaining the services and resource values of lakes and ensuring their resiliency to the negative impacts of human use. These pillars include institutions, policy, stakeholder participation, technology, science and finances.


Objective

The LAKECON 2011 Photo Contest focuses on the Lake Congress theme “Building on the pillars of Integrated Lake Basin Management”. The contest aims to capture snapshots of issues, challenges and experiences in managing lakes, rivers, marshes as they are interlinked within the lake basin. PCAMRD likewise needs quality photographic images that affirm how science and technology can respond to these challenges and how individuals, organizations, communities and other stakeholders can make a difference.

LAKECON 2011 Photo Contest will award entries that capture the nature-human-institutional dimensions of lake basin management and provide a vision on the future of Philippine Lakes.


Entries can focus on the following sub themes:

• Challenges and opportunities related to climate change, environmental protection and restoration, biodiversity, water pollution, flooding, lake use and development;

• Lake Governance: Experiences and successes on the six pillars: institutions, policy, participation, science, technology and finances.

Guidelines

The photo contest is open to Filipino and foreign amateur photographers and hobbyists residing in the Philippines except LAKECON 2011 TWG-members and their immediate family members.
The theme focuses on “Building on the pillars of Integrated Lake Basin Management”.
A contestant may submit a maximum of three entries which have not been submitted to previous photo contests.
Entries using film cameras must submit 8” x 10” full color prints of their entries. Digital entries should be submitted in either JPEG of TIFF format and at least 3,000 pixels wide for landscape image or 3,000 pixels high for a portrait image at 300 dpi. The digital entries should be capable of transmission via e-mail. For photo prints from film cameras, the entry should include the negative. At the back of the printed picture indicate the aperture and shutter speed used including the camera model and lens used.
Photo entries must be original and must not be digitally altered and/or enhanced by any means other than simple cropping.
Each entry must include the name of the photographer, address, brief description of the photo in not more than 100 words, where the photo was taken and the camera equipment used.
All submitted photos will be acknowledged by PCAMRD. However, PCAMRD cannot be held responsible for entries that are lost, damaged or delayed during transportation.
All submitted photos may be used by LAKECON 2011 for its present and future advocacy or promotional activities, however, due credit will be accorded to the photographer.
Photos submitted will be judged based on the following criteria:
Relevance to the theme 35%

Uniqueness/Originality 30%

Composition 20%

Sharpness 15%


Total 100%



Duration

The photo contest starts on January 16, 2011 and ends on April 15, 2011. Screening is scheduled on the third week of April 2011 and final judging will be on April 27, 2011 during the Lake Congress’ Opening Day.

Winners will be announced on April 28, 2011, on the last day of the Lake Congress.

All entries must be received through courier, postal mail or through e-mail on or before 6pm, April 15, 2011 (Philippine Time).
